Key Council Strategies

Cornwall Council’s decision making process is underpinned by a framework of policies, strategies and plans that are collectively referred to as the Policy Framework.

The Policy Framework consists of statutory documents that have to be adopted or approved by the Council as well as locally determined policies and strategies that form an integral part of the decision making process.

Cornwall Council Strategy

The main aim of our strategy is to create a sustainable Cornwall. This means a prosperous Cornwall that is resilient and resourceful. A place where communities are strong and where the most vulnerable are protected.  

Based on an extensive engagement programme with elected members, staff and partners there are 8 strategic themes which set out a new and clear strategic direction for the organisation over the course of the next four years and beyond.

Council Strategy and Business Plan 
The Sustainable Community Strategy Future Cornwall is the Sustainable Community Strategy for Cornwall. It prioritises a set of goals which private, voluntary and community organisations wish to promote and acts as an umbrella for all other strategies devised for Cornwall.

The Business Plan sets out the journey that Cornwall Council will need to make from 2010-2014. It identifies the aspirations and priorities of the Council and is used to form the basis upon which resources are allocated.

The Children and Young People's Plan Revision

The Children's Plan is developed by the Children’s Trust, which is attended by a group of organisations that work together to improve the lives of children and young people in Cornwall.

The Plan sets out  a framework to assist every child in Cornwall to:

- Enjoy and Achieve
- Make a Positive Contribution

The Community Safety Partnership Strategic Assessment

The Cornwall Community Safety Partnership Plan sets out a framework for the Council and the Police to work together to develop and implement a strategy to reduce crime and disorder.

The Local Transport Plan

The Local Transport Plan identifies the vision for transport in Cornwall; it presents the strategy for how this will be achieved and how the Council will measure progress towards that vision.

The Cornwall  Local Plan defines the Council's policies for meeting the community's economic, environmental and social aims for the future where this effects the development and use of land.

Economic Growth Strategy for Cornwall and the Isles of Scilly

This business led economic strategy is the vision and prioritised objectives for the Cornwall and Isles of Scilly Local Enterprise Partnership from 2012 to 2020. The strategy identifies four priority areas - Business Growth, Skills, Knowledge and the Environment.

The Cornwall Local Investment Plan (LIP)

The Local Investment Plan identifies the aims and priorities for development and investment across Cornwall. It builds on the vision set out in Future Cornwall and is focused on targeting resources to improve housing, employment opportunities, local transport and green infrastructure.

The Corporate Asset Management Plan is a policy document that provides clear direction and guidelines for the effective short and long-term management of property assets under the Council’s control.

Cornwall Housing Strategy

The first Housing Strategy for Cornwall was adopted by Full Council on the 19 January 2010; and is the basis for housing service delivery across the County.

Health and Well-being Strategy

The Health and Well Being Strategy for Cornwall and the Isles of Scilly sets out the vision of how the NHS, local government and community organisations will work together to improve the health of all people visiting, living in or working in Cornwall.

Cornwall Council Statement of Accounts  

The Council is responsible for ensuring that its business is conducted in accordance with the law and that public money is properly accounted for and used efficiently and effectively.

The Council also has a duty to make arrangements to secure continuous improvement. The Annual Governance Statement enables the Council to monitor whether it is adhering to these principles and to consider whether its objectives have lead to the delivery of appropriate, cost effective services.

Anti-Fraud, Bribery and Corruption Policy

Cornwall Council has a duty to protect the public funds under its control against fraud and corruption, both from within the Council and from external sources.  This Anti-Fraud, Bribery and Corruption Policy is part of the Council's commitment to protect public funds.

Sustainable Energy Action Plan (SEAP)

Cornwall Council became signatories of the Covenant Mayors in September 2011. The European initiative currently has over six thousand local and regional authorities signed up across Europe and further afield.  As signatories, we are voluntarily committing to increasing energy efficiency and the use of renewable energy sources in Cornwall and to meeting and exceeding the European Union's carbon (CO2) emissions reduction objective by 2020. The Sustainable Energy Action Plan (SEAP) sets out measures to achieve our ambitions.
